Exception rates presented in aggregated spreadsheets are based on data for all practices (including the small number of practices which do not submit exceptions data). Exception rates presented in the report bulletin are based only those practice which provide exceptions data. The impact on the difference in rates is small and users can find a more detailed explanation in the FAQs.
